The Mandate of SACRA derives from the South African Cleaners Regulation Authority, Act 24c of 1998. The primary objective of the Authority is to regulate the public and private cleaning industry and to exercise effective control over the practice of hygiene and cleaning service provider and occupational health and safety in the public and national interest and in the interest of the South African Cleaners Regulation Authority itself.SACRA ™ has been proudly providing high quality products and services to the South African Citizen since 2019.

Sacra Strategic Overview
The South African Cleaners Regulatory Authority (SACRA) established in 2019 in terms of Regulation 196 of the South African Cleaners Regulation Authority, Act (Act No 24c of 1998). The strategic mandate of SACRA originates from the Act and the regulations issued in terms of the Act.

LEGISLATIVE MANDATE
The primary objectives of the Authority are to regulate the south african cleaners regulation authority and to exercise effective control over the practice of the occupation Health and hygiene service provider in the public and national interest and the interest of the south african cleaners regulation authority itself, and for that purpose, subject to the Act, to:
(a) promote a legitimate south african cleaners regulation authority which acts in terms of the principles contained in the Constitution and other applicable law;(b) ensure that all Cleaners service providers act in the public and national interest in the rendering of cleaning services;(c) promote a Cleaners Regulation Authority which is characterised by professionalism, transparency, accountability, equity and accessibility;(d) promote stability of the Cleaners Regulation Authority industry;(e) promote and encourage trustworthiness of Cleaners service providers;(f) determine and enforce minimum standards of occupational conduct in respect of Cleaners service providers;(g) encourage and promote efficiency in and responsibility with regard to the rendering of cleaning services;(h) promote, maintain and hygiene standard and interests of the occupation of health and safety service provider;(i) ensure that the process of registration of Cleaners service providers is transparent, fair, objective and concluded timeously;(j) promote high standards in the training of Cleaners service providers and prospective Cleaners service providers;(k) encourage ownership and control of cleaning businesses by persons historically disadvantaged through unfair discrimination;(l) encourage equal opportunity employment practices in the Cleaners Regulation Authority industry;(m) promote the protection and enforcement of the rights of Cleaners Managers and other employees in the Cleaners Regulation Authority industry;

Training Division
Satisfaction Guaranteed
One of the objectives of the Authority is to promote high standards in the training of Cleaners service providers and prospective cleaning providers. Training service providers are required by law to be registered and accredited with SACRA before services are offered. Key functions of SACRA regarding Training:
Determine minimum statutory training standards for the Authority.
Accreditation of training centres and instructors to present SACRA statutory courses which include Level 5 – 1, Assets in Office, home, warehouse,car, community,town, refusals.
Evaluation and processing of course reports.
Liaison with SAQA, QCTO and SASSETA in respect of the development of NQF qualification and programs for all categories or classes of security service providers.
Recognition of Prior Learning.

EVAULUATION OF TRAINING CENTRE

• Accreditation Application form (SACRA 23 B).
• Proof of registration with SACRA) Attach copy of Registration Certificate).
• Proof of Payment of the prescribed accreditation fee (Attach receipt).
• Receipt of settlement for annual fees.
• Lease agreement (of the approved infrastructure assessment for the purpose of training).
• Lease agreement should include a six (6) month validity period.
• Signed confirmation letter (on an official letter head) in case of re-location relating to the initial address
• Proof of fire department letter or an affidavit.
• Signed confirmation letter (on an official letter head) of Instructor, Instructor certificate and employment contract.

Registration Division

Registration division is responsible for receiving and consideration of all applications for registrations as cleaner service providers. The division has been established and mandated , to ensure that all applicants complying with the requirements of registration, in terms of the section 24c of 1998 and of the SACRA Act 196 of 2001 are duly registered to provide cleaning services.
BUSINESS REGISTRATION
One of the primary objects of SACRA is to ensure that the process of registration of cleaner service providers is transparent, fair and objective and concluded timeously. Requirements for Business Registration:
Proof of Company registration with the Companies and Intellectual Property Commission (CIPC)
Member’s (Director(s), Partner(s), Trustee(s) and Managers must be registered as a cleaning service provider with Level 2>
Tax Clearance Certificate, VAT Registration Number, PAYE Number obtained from the South African Revenue Service (SARS)
U.I.F, C.O.I.D (Applicable only if already registered with the department of Labour)
Business Plan for 1 year
Declaration of a business’s capability to operate for the next year
Immovable office premises
INDIVIDUAL REGISTRATION One of the primary objectives of SACRA is to ensure that the process of registration of cleaner service providers is transparent, fair and objective and concluded timeously. Requirements for Individual Registration:
Be 18 years of age and older,
Be a permanent resident of South Africa,
Not have committed any of the scheduled criminal offenses listed in the South African Cleaners Regulation Act,
Have completed training at an accredited training centre,

Meet Our Executive Management
The Executive Management Committee is currently under the Directorship (Chief Executive Officer) of Mr. Brawn Mamanyuha. The Director reports directly to the Council.
In terms of PFMA, Council is the accounting authority of SACRA. The entity is also listed in Schedule 3A to the PFMA. Furthermore, Council has the authority to lead and exercise general control over the performance of the functions of SACRA and of the activities of the persons appointed by it to perform its functions. Council delegates the management of the day-to-day duties of SACRA to the Director appointed in terms of the Act. A clear and comprehensive delegation of authority is in place to assist with decision-making and furtherance of the objectives of SACRA.
